Identification and Prioritization of Evaluation Indicators of the Successfulness of the Plans for New Products Development in Defense Projects through Fuzzy Delphi and Fuzzy AHP

Abstract

Organizations are now constantly trying to evaluate the performance of their units. In project-based organizations (PBO), evaluation of projects is of great importance. One of the many types of projects playing essential roles in the defense industry is new product development (NPD). Hence, it is very important to find out a way of assessing the success of such projects. This research is intended to identify and prioritize the indicators of evaluating the success of new product development projects in defense industries. Reviewing the literature of this area, the researchers identified the indicators of evaluating the success of projects. Using Delphi method, they distributed questionnaires among eleven experts in the industrial field. To determine the weights of each of the indicators, Based on the hierarchical analysis method, a questionnaire was distributed among ten experts. Finally, the questionnaires were analyzed by the Fuzzy Hierarchy Analysis Method. The results indicated that among the 18 identified indicators, those of achieving best performance and products (performance standards), internal market share, and the implementation of the threshold of the technical characteristics of the product (technical requirements of the product) acquired the higher positions respectively. Furthermore, from the three dimensions of project management success, product success, and market success, the rate of project management received the highest weight eventually.
