Abstract
The fight against cross-border terrorist groups is a major concern for many states around the world, including Islamic Republic of Iran. In recent years, Islamic Republic of Iran has conducted military operations against terrorist strongholds in countries such as Pakistan. The central question of this paper is under what legal conditions military operations against cross-border terrorist strongholds are permissible. Additionally, does the use of drones in the fight against these groups meet the necessary humanitarian law criteria? This paper adopts a descriptive-analytical approach to provide practical and applicable solutions in accordance with international law. Based on the research conducted, the paper concludes that in contemporary international law, a state has the right of self-defence against a terrorist group if that group initiates attacks on behalf of a state through its territory or if that state supports the terrorist group and provides safe haven for its activities. Otherwise, the fight against terrorism should be pursued through international judicial-police cooperation. Furthermore, it appears that drones, given the nature of terrorist groups, are the most suitable weapon in terms of compliance with humanitarian law principles, and the Islamic Republic of Iran is also capable of manufacturing and using them.
