Abstract

Attention to the issue of policy evaluation in all fields, especially the HR field, has shown its increasing importance in the past half century, and its greater use in organizations is evidence of this. The purpose of the present study is to design a model for evaluating student retention policies in Vodja. This research is a developmental study in terms of its objective and a mixed exploratory (qualitative-quantitative) method. The statistical population in the qualitative section includes 22 experts in Vodja functional organizations and its sample selection is made using purposeful judgment and snowball sampling methods, and in the quantitative section includes 400 staff managers and experts related to the research topic (human resources, etc.), with a sample size of 196 people selected using a stratified random method using the Cochran formula and Morgan table.
Data collection is done using field and library methods. In the qualitative part, the theme analysis method was used to identify themes and present the model, and in the quantitative part, confirmatory factor analysis methods and model fit testing based on SPSS and PLS software were used. Data collection was done using a researcher-made questionnaire based on the model indicators, which confirmed content validity and reliability with a Cronbach's alpha of over 0.977. Based on the results, the overarching themes included 13 themes; process, goals, political consequences, satisfaction consequences, scientific-technological consequences, defense-military consequences, commercial-financial consequences, sequential consequences, organizational consequences, content, social consequences, individual consequences, individual-organization relationship (EOR) and policy legitimacy, and organizing themes; included 34 themes, and basic themes; included 125 themes... The presented model showed that the presence of all overarching dimensions in evaluating retention policies of scholars and places is essential, which is consistent with some research by domestic and foreign researchers. The focus on the various dimensions of the research model provides a solution for other military and defense organizations, etc., in addressing the issue of policy evaluation, as well as an opportunity for managers and policymakers of organizations affiliated with the WADA to identify the various dimensions of the presented research model and apply it in their organizational programs.
