Framework for the performance management system of commanders and managers

Abstract

The performance management system for commanders and managers is a systematic and continuous process designed to improve the overall performance of the organization by developing and optimizing the performance of commanders and managers. This system includes a cycle of goal setting, continuous evaluation, feedback, and development of commanders and managers to ensure that the strategic goals of the organization are aligned with individual achievements. Empirical evidence and scientific studies show that some aspects of the aforementioned system have been neglected in the results obtained from the models used in performance management. The purpose of the present study is to identify the model of the performance management system for commanders and managers so that it can measure and evaluate the performance of commanders and managers by considering various aspects of the organization. The present study is of an applied type and the research method used is the seven-step meta-synthesis method of Sandelowski and Barroso (2007), which was carried out by studying relevant scientific-research articles in the field of performance management from reliable databases, analyzing and reviewing selected articles, organizing and categorizing the extracted dimensions and components, and finalizing the model using the Delphi technique. The research findings show that the performance management model of commanders and managers has 7 dimensions and 29 components. The dimensions analyzed in this study are: performance management system inputs, performance management process, performance management system outputs, effects and consequences, systemic feedback, close environment (organization), and distant environment (society)
