تحلیل اقدام نظامی جمهوری آذربایجان در قبال مسئله نوگورنو قره‌باغ و جمهوری آرتساخ، و همچنین بررسی اجمالی مواضع جمهوری اسلامی ایران (جنگ سپتامبر 2020)

چکیده

با وجود استقلال دولت‌های محلی قفقاز جنوبی و مناطق تحت کنترل آن‌ها از قواعد حاکمیتی اتحاد جماهیر شوروی با آغاز دهه 90 میلادی، همچنان به مسئله قره‌باغ به مانند آتش زیر خاکستر نگاه می‌شود. نیز با وصف اینکه این آشفتگی ژئوپلیتیک و سیاسی از یک موضوع صرفاً داخلی در حوزه مرزهای شوروی به رویدادی منطقه‌ای بدل شده است، اما نه تنها فرصت و راه‌حل تازه‌ای پیش روی جمهوری آذربایجان و ارمنستان قرار نگرفته که به تعمیق بحران و پیچیده‌تر شدن تنش با ورود جدی‌تر بازیگران منطقه‌ای و بین‌المللی، انجامیده است تا جایی که در ادامه سلسله درگیری‌های نظامی دیرین در قره‌باغ، چهارمین نبرد هم در این منطقه که به مراتب وسیع‌تر و دارای تبعات بیشتر بود، شکل گرفت. انگیزه‌ها و دلایل متنوعی وجود دارد که پیش‌زمینه و انگیزه لازم برای گسترش و ضریب‌دهی به درگیری‌های سپتامبر 2020 در قره‌باغ را از سوی جمهوری آذربایجان فراهم آورد که در این مقاله تلاش داریم با تکیه بر آرای واقع‌گرایی تهاجمی و مؤلفه‌ها و منابع موجود، همچنین با بررسی اجمالی رویکرد جمهوری اسلامی ایران در  قره‌باغ، آن‌ها را واکاوی کنیم.

چکیده [English]

Despite the independence of the local governments of the Southern Caucasus and the regions under their control from the rules of governance of the Soviet Union in the early 1990s, the Nagorno-Karabakh issue is still seen as a fire under the ashes, despite the geopolitical and political turmoil of a mere issue. Internal conflict in the Soviet border region has become a regional event, not only there is no new opportunity and solution for the Republic of Azerbaijan and Armenia, but also the deepening of the crisis and the escalation of tensions with the more serious involvement of regional actors and International achieved as the consequences. As a result of a series of long-standing military conflicts in Nagorno-Karabakh, the fourth battle took place in the region, which was far more extensive and had more consequences. There are various motives and reasons that provided the necessary background and motivation for the expansion and multiplication of the September 2020 conflicts in Nagorno-Karabakh by the Republic of Azerbaijan, and in the forthcoming article we have tried to rely on the views of Offensive realism and component and available sources, as well as an overview of the Islamic Republic of Iran's approach to Nagorno-Karabakh, to analyze them.
