چکیده

سلامت یکی از نیازهای بنیادین هر اجتماع محسوب می‌شود به گونه‌ای که دولت‌ها، بهبود و ارتقاء کیفیت خدمات بهداشتی و درمانی را جزء اصلی‌ترین وظایف خود می‌دانند. در ‌این پژوهش تلاش شده است تا اثر تحریم‌ها بر نظام سلامت جمهوری اسلامی بررسی و شناسایی گردد. پژوهش حاضر از نظر هدف کاربردی بوده که با رویکرد کیفی و روش تحلیل مضمون اجرا شده است. برای جمع آوری داده‌ها ضمن بهره‌گیری از روش مطالعات کتابخانه‌ای، با 15 نفر از کارشناسان و دست‌اندرکاران نظام سلامت، مصاحبه‌های نیمه ساختاریافته انجام و داده‌های پژوهش با الگوی «براون و کلارک» تحلیل گردید که پس از اجرای فرایند کدگذاری باز و محوری؛ نتایج پژوهش در هفت بعد شامل «تاثیر منفی تحریم‌ها بر سلامت روان جامعه»، «پیشگیری و بهداشت عمومی»، « تامین دارو، درمان و تجهیزات پزشکی و تشخیصی»، «کاهش ظرفیت توسعه و گسترش زیرساخت‌ها»، «شکوفایی کاسبان تحریم و عادی انگاری بی‌اخلاقی‌های حرفه‌ای»، «تاثیر منفی بر درآمدزایی صنعت پزشکی» و سرانجام «تاثیر منفی تحریم‌ها بر سرمایه انسانی نظام سلامت» احصاء گردید که سه بعد آخر برای اولین بار در حوزه ادبیات تحریمی ایران شناسایی شده است. علی‌رغم ادعای استثنای تبادلات و تعاملات دارو و درمان از شمول تحریم‌ها؛ مشخص است که نظام سلامت و حق سلامت مردم ایران به دلیل شدت و گستره تحریم‌ها به طور غیرمستقیم و ثانویه تحت تاثیر این ابزار ناجوانمردانه قرار گرفته است. در نهایت نتایج این پژوهش می‌تواند در امر مدیریت آثار تحریم‌ها بر نظام سلامت کارگشا بوده و ضمن شناسایی ابعاد آسیب‌پذیری، به خط‌مشی‌گذاران کمک کند تا این آثار را مدیریت نمایند.

Health is one of the fundamental needs of every society, so governments consider improving the quality of health and medical services as one of their main duties. This research tries to identify the effect of these sanctions on the health system in order to manage the effects of cruel sanctions against the Islamic Republic. The current research is practical in terms of its purpose and qualitative approach and thematic analysis method are used in it. In order to collect data, semi-structured interviews were conducted with 15 experts and practitioners of the health system, while using the library studies method. The research data were analyzed with the "Brown and Clark" model, which after the coding process; The results in seven dimensions include the negative impact of sanctions on "community mental health", "prevention and public health", "supply of medicine, treatment and medical and diagnostic equipment", "reduction in infrastructure development and expansion capacity", "prosperity of the beneficiaries of sanctions and normalization". Professional immorality", "Negative impact on revenue generation of the medical industry" and "Negative impact of sanctions on the human capital of the health system" were calculated, and the last three dimensions were identified for the first time in Iran's sanctions literature.
