Organizations in today's changing world, considering the changes and transformations that have occurred in various fields, should take measures to institutionalize organizational culture among their employees. It seems that the necessity of reforming the administrative system is felt more than ever, and for this purpose, identifying its issues, problems and challenges is a priority. The problems and challenges of the administrative system have several parts, one of which is the culture of service. Therefore, this research has been carried out with the aim of identifying and prioritizing the factors affecting service culture in Iran's government organizations. The participants in the qualitative part were 15 experts and experts in the field of public administration based on the non-probability judgment method. By implementing it in the MAXQDA software, the components were identified and summarized, and 301 employees of Alborz governorate were included in the K section, 157 of whom were randomly selected. In order to collect data, a researcher-made questionnaire was used, and the research results were analyzed using Spss and PLS software.. And finally, it was determined that in the organizational dimension of education and learning, service and management approach and power, and in the individual dimension, compassion and kindness and communication pattern, and in the environmental dimension, demographic variable and cultural differences are prioritized.
