Human resources are one of the most important assets of any organization, and human resource management and its policies are of particular importance and sensitivity in the growth and progress of organizations. This importance is doubled in public organizations, especially military ones, and it has made the adoption of precise, scientific, and preventive policies in the organization inevitable. Therefore, the present study was conducted with the aim of identifying human resources policies for preventing crime and employee misconduct in public and military organizations. To achieve this goal, after reviewing the literature on public policymaking and crime prevention in military organizations and obtaining an appropriate protocol for interviewing experts, data were collected and analyzed using the content analysis method and MAX QDA 2020 software. After coding the obtained data, all basic themes were counted under the two levels of management and command, and seven organizing themes were placed in each of the aforementioned levels, each of which represents human resources policies for preventing crime and misconduct in the organization. Finally, fourteen human resource management policies were formulated and explained to prevent crime and violations in the organization at two levels of macro-decision making (policymakers and senior commanders) and micro-decision making (commanders and managers), along with a description of each measure.
