This study aims to analyze the foundations for achieving sustainable security in Iran's multi-ethnic metropolitan areas using the policy networks model. The findings indicate that the complex nature of security challenges in these regions requires a comprehensive and multidimensional approach. The policy networks model serves as an analytical framework that enables the examination of intricate interactions among governmental institutions, civil society organizations, and ethnic groups.The present descriptive-analytical study demonstrates that achieving sustainable security depends on establishing a balance among three key elements: good governance, social justice, and citizen participation. Unequal resource distribution, perceived relative deprivation, and weak social capital have been identified as the most significant security threats in these metropolitan areas. Conversely, strengthening intergroup trust, developing local mediating institutions, and implementing targeted cultural programs have been proposed as fundamental solutions for enhancing sustainable security.This research suggests that security policymaking in multi-ethnic metropolitan areas should evolve from a purely reactive model toward a preventive, intelligent, and community-oriented approach. Among the practical recommendations are establishing security advisory councils with participation from ethnic group representatives, implementing multi-ethnic community policing, and providing intercultural skills training for law enforcement personnel. Finally, the study emphasizes the necessity of integrating traditional security approaches with innovative community-based strategies while simultaneously addressing both objective and subjective dimensions of security.
