The geopolitical developments in the South Caucasus following the Second Nagorno-Karabakh War, along with the expansion of the intelligence and military presence of the Zionist regime in the Republic of Azerbaijan, have exposed the northwestern security environment of the Islamic Republic of Iran to complex hybrid threats. Under such conditions, reliance solely on traditional analytical approaches and field exercises is insufficient to address the evolving complexity of defense decision-making. The purpose of this study is to identify and elaborate the requirements for designing and implementing a strategic wargame between the Islamic Republic of Iran and the Zionist regime within the context of the Republic of Azerbaijan, with an emphasis on defense supply chain resilience. This research adopts a qualitative–exploratory approach. Data were collected through semi-structured interviews with fifteen experts from the fields of defense, intelligence, diplomacy, and logistics and analyzed using thematic analysis. The findings indicate that the requirements of a strategic wargame can be conceptualized across three interconnected stages. The pre-game stage involves strategic goal-setting, geopolitical environment analysis, inter-organizational coordination, and training. The in-game stage focuses on strategic decision-making under uncertainty, assessment of defense supply chain resilience, information security, and multi-level command and control. The post-game stage emphasizes performance evaluation, extraction of lessons learned, and documentation of defense knowledge. The results demonstrate that a strategic wargame centered on defense supply chain resilience can serve as an effective tool for enhancing intelligent deterrence and strengthening institutional coordination along Iran’s northwestern frontier.
