Since the 1990s, the Zionist regime's army has organized its strategic planning based on multi-year plans. These plans are designed to align force development, budget, training, technology, and operational readiness. The Hoshen Plan, which was introduced in January 2026 by the Chief of Staff of the Zionist regime's army, Eyal Zamir, is the regime’s latest multi-year plan for the period 2026–2030. Drawing on the lessons learned from the October 7, 2023 incident and subsequent wars, the plan focuses on rebuilding combat capability, increasing readiness for multi-front warfare, and developing new technologies. This article is descriptive-analytical and, based on the theory of "military transformation" and a qualitative approach, using the method of data analysis and documentary and library resources, strategic planning in the Zionist regime's army is explained based on multi-year plans. Since the research strategy is "case study", the Hoshen Plan has been selected as the case study. Therefore, by examining the Hoshen Plan, a strategic planning model in the Zionist regime's armyis drawn. The main hypothesis of the article is that "as the intensity of changes in the security environment and operational gaps increase, the Israeli army moves towards organizational, technological and doctrinal transformation through the mechanism of multi-year planning, and the Hoshen Plan is an example of this mechanism after the October 7 crisis."
